What PRO Services Actually Cover

PRO stands for Public Relations Officer. In Bahrain, the term covers a specific category of work: the ongoing government liaison, document submissions, and compliance filings that a registered company needs to stay operational.

Most foreign investors discover PRO work after registration — when the first renewal arrives, the first visa needs processing, or an amendment needs filing. At that point, the options are either to handle it yourself (which means learning every government portal, document format, and submission deadline) or to hand it to someone who already knows.
  • Commercial Registration (CR) renewals

Annual filing with MOIC before expiry
  • Investor and employee visa processing

    New applications, renewals, cancellations
  • Work permit applications and renewals

    LMRA submissions with full follow-up.
  • NPRA security clearance coordination

    For new shareholders and employees
  • Document attestation and notarisation

For internal use and government submission
  • CR amendments

Activity changes, shareholder changes, manager appointments
  • Share transfer processing

Ownership changes through the correct regulatory channels
  • Municipality filings

Address approvals, lease renewals, zoning compliance
  • Chamber of Commerce renewals

    Annual membership maintenance
  • LMRA monthly fee administration

BHD 5 per investor and employee, submitted on schedule

Government Departments We Coordinate With

Each government authority in Bahrain has its own portal, its own document requirements, and its own processing timeline. Dealing with them individually takes time your business does not have. We coordinate directly with:
  • Labour Market Regulatory Authority (LMRA)

Work permits, investor visas, employee quota management, and monthly LMRA fee administration. LMRA decisions affect your ability to hire and your residency status — delays here have downstream consequences.

  • Ministry of Industry, Commerce and Tourism (MOICT)

Generic role descriptions do not work. LMRA wants specific titles, specific responsibilities, and a clear organizational structure that shows where each requested position fits.

  • Nationality, Passports and Residence Affairs (NPRA)

Security clearance for new shareholders, visa stamping coordination, and residency permit issuance. Required for every new shareholder added to your company.

  • Bahrain Municipality

Office address approvals, lease renewals, zoning compliance, and EWA electricity bill coordination for visa applications.

  • Bahrain Chamber of Commerce and Industry (BCCI)

Annual chamber membership renewals and chamber card issuance for investors and managers.

  • Central Bank of Bahrain (CBB)

Regulatory filings for companies operating in licensed financial activities. Coordination available where required.

Document Processing and Submissions

Document errors are the most common reason government submissions get delayed. Wrong format, missing attestation, outdated template — any of these sends the submission back and restarts the clock.
  • Document Attestation

For documents originating outside Bahrain that need to be used in government submissions — corporate registration certificates, board resolutions, power of attorney documents. We coordinate the full attestation chain including UAE, UK, and international document preparation where required.

  • Notarisation Coordination

MOA signatures, shareholder agreements, and authorisation letters that require notary public certification in Bahrain. We schedule, prepare, and accompany where required.

  • Translation Services

Arabic translation of corporate documents for MOIC and NPRA submissions. We work with certified translators whose output is accepted without query.

  • Government Portal Submissions

Direct submission through Sijilat, LMRA’s ePortal, and NPRA’s systems. We hold active portal access and submit without intermediaries.

  • Document Collection and Delivery

Completed certificates, visa stamps, CR certificates, and chamber cards collected from government offices and delivered to you digitally or physically.

Visa Coordination Services

Visa processing is the part of PRO work where delays cost the most. An expired investor visa affects your residency status. A late work permit renewal affects your employee’s right to work. A missed cancellation affects your company’s LMRA quota. We coordinate the full lifecycle for every visa type relevant to foreign-owned companies in Bahrain:

Investor Residency Permits New applications, 1-year and 2-year renewals, transfers, and cancellations. We coordinate the Wafid medical appointment, LMRA submission, NPRA approval, and CPR card issuance. Total cost for a new 1-year permit: BHD 605 inclusive of all fees.

Dependent Family Visas Residency permits for spouse and children of investors and employees. We handle the documentation, submission, and scheduling. Per dependent: BHD 150 total government fees.

Work Permits New work permit applications, annual renewals, quota increases, and cancellations for employees. We track renewal dates and submit ahead of expiry to avoid penalties.

Visit Visas For shareholders or business visitors who need to enter Bahrain before residency is established. Coordination available for Platinum package clients.

Visa Cancellations When an employee leaves or a shareholder exits, visa cancellations need to be filed correctly with LMRA. Missed cancellations affect your company’s quota and can trigger compliance flags.

Licence Renewals and Amendments

A lapsed CR certificate means your company is no longer legally operating in Bahrain. Most banks flag it within weeks. LMRA notices within the month. It is not a theoretical risk — it is one of the most common compliance failures we see in foreign-owned companies.

Annual renewal through MOIC, due before the CR expiry date. Cost: BHD 166 per year excl. service charges. An active registered office address is required at the time of renewal. We track your expiry date and submit before it becomes a problem.

If your company needs to add, remove, or change a licensed activity, this requires a formal amendment through MOIC. We prepare the documentation, advise on restricted vs. open activities, and submit through Sijilat.

Annual BCCI membership renewal, due alongside the CR. Chamber cards for investors and managers are reissued at this stage.

Adding or removing a shareholder requires security clearance, MOA revision, notarisation, and MOIC filing. We manage the full chain without requiring you to coordinate each step separately.

Changing the authorised manager or adding a signatory is a formal MOIC process. We prepare and submit the required board resolutions and amendment documentation.

If your office lease changes, the municipality address on your CR needs to be updated. We coordinate the new lease agreement, municipality approval, and MOIC update simultaneously to avoid any gap in your registered address.

Monthly Retainer vs Project-Based

Most clients come to us with one of two situations. Either they have an active company with regular government touchpoints and want consistent coverage, or they have a specific submission that needs handling now. We offer both.
  • Monthly Retainer

A fixed monthly fee covers all standard government liaison and document submissions for your company. You do not track deadlines — we do. You do not log into government portals — we do. Every renewal, every visa processing deadline, every LMRA fee submission is tracked and handled as part of the retainer.

This suits companies that are actively operating in Bahrain with employees, investors, and ongoing compliance needs. One invoice. No surprises.

  • Project-Based

For a specific submission — a single visa renewal, a CR amendment, a share transfer — we handle the individual task at a fixed project fee. No retainer required. No commitment beyond the specific work.

This suits companies that handle most government work themselves but need a specialist for a particular filing, or investors who are not yet fully operational and have limited monthly compliance needs.

Which fits your situation? We assess this at the initial consultation. If your company has two or more active visa holders, a monthly retainer almost always works out cheaper and faster than project-based billing across the year.

Our Government Relationship Advantage

We measure our business plan service by outcomes, not by page count.

We submit to MOIC, LMRA, and NPRA directly through authorised portal access. We do not go through a middle agent. This is why our processing times are faster than most — there is no extra step between preparation and submission.

Since 2019, our team has handled submissions at the same MOIC offices, through the same LMRA channels, with the same NPRA clearance process. The relationship is not a marketing claim. It means queries get answered faster, unusual situations get escalated properly, and edge cases get resolved without the weeks of back-and-forth that unfamiliar filers experience.

Standard CR renewals, work permit renewals, and LMRA monthly filings are processed the same business day we receive the required documents from you. The queue is not the delay — the delay is always document preparation or missing information. We flag exactly what is needed before we start so nothing comes back.

After 1,000+ company submissions, we have seen every rejection reason. Wrong format attestation, outdated MOA templates, LMRA quota mismatches, EWA bill naming errors. We check for these before submission, not after.

After Registration — What Ongoing PRO Work Looks Like

For a foreign-owned WLL with two investor shareholders and one employee, here is what the first year of government touchpoints actually looks like:
  • Monthly

    • LMRA monthly fee: BHD 5 per investor and employee (BHD 15/month for this company)
    • Any new visa applications or renewals triggered by staff changes
  • At the 12-month mark

    • Investor residency renewals (1-year or 2-year option)
    • Employee work permit renewal
    • BCCI chamber membership renewal
  • At the CR anniversary

    • Commercial Registration renewal: BHD 166 + service charges
    • Registered office address confirmation required
  • As needed

    • Any activity amendments, shareholder changes, or manager updates
    • Family visa applications for investor dependents
    • Document attestations for banking or contracting requirements
This is not an exhaustive list. Every company is different depending on activity type, number of staff, and whether any changes occur during the year. We map this out at the initial consultation and maintain a live compliance calendar for retainer clients.

Frequently Asked Questions

PRO (Public Relations Officer) services cover the ongoing government liaison and document processing that a registered company in Bahrain needs to stay compliant. This includes CR renewals, visa applications and renewals, work permit processing, LMRA fee administration, document attestation, and CR amendments. In short: any submission that goes to a Bahrain government authority on behalf of your company.

Do I need PRO services if I already have a registered company?

Not immediately — but the need starts within the first year. Your CR needs renewing annually. Investor visas expire. Work permits have renewal deadlines. LMRA fees are monthly. If you are managing these yourself from outside Bahrain, the risk of a missed deadline is real. Most foreign investors either engage PRO services after their first renewal cycle or after their first rejection.

How much do PRO services cost in Bahrain?

Government fees are fixed and set by the relevant authority — we pass these through at cost with no markup. Our service fee depends on the scope of work. Monthly retainer pricing is assessed at the initial consultation based on the number of visa holders, renewal frequency, and amendment volume. Project-based fees are fixed per task. Contact us for a quote specific to your company structure.

How fast do you process government submissions?

Standard submissions — CR renewals, work permit renewals, LMRA monthly filings — are processed the same business day we receive your complete documents. Complex submissions involving NPRA security clearance or corporate shareholder attestation take longer based on the government authority’s processing timeline, which is outside our control. We give you a realistic timeline before every submission, not after.

Can you handle PRO work for a company registered by a different firm?

Yes. We regularly take over PRO services for companies that were registered elsewhere. All we need is the current CR certificate, a list of active visa holders, and an authorisation letter appointing PI Startup Advisory as your PRO service provider. We conduct a compliance audit at the start to flag any outstanding renewals or filings.

What happens if a renewal is missed while under your retainer?

Under a monthly retainer, we track every renewal date and submit ahead of expiry. If a government authority changes a deadline or process without notice — which does happen — we absorb the additional coordination required to resolve it. A missed renewal under our management has not occurred in our operating history since 2019.
